The U.S. Air Force Space Command (AFSPC) has expanded its capabilities with the addition of the Air Force Frequency Management Agency (AFFMA), now a part of AFSPC. The frequency management agency’s mission is to plan, provide, and preserve access to the radiofrequency spectrum for the Air Force and certain Department of Defense activities in support of national policy objectives, systems development, and global operations. The agency also negotiates with international, national, civil, and military organizations. To carry out these dual missions, the AFFMA consists of two directorates—one in charge of day-to-day operations that allow Air Force and DoD war-fighters unfettered access to the spectrum and a directorate of strategic planning that functions as the Air Force “voice” and negotiator in national and international spectrum forums. According to AFFMA commander Col. Brian Jordan, this merger of functions comes at a critical time. Networked and mobile forces, surveillance and reconnaissance platforms, command and control systems, and navigation aids have escalated the need for spectrum access.
