Graham, Chair of the Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack. Graham had been a chief scientific advisor to the Reagan administration. This congressional update comes more than four years after the commission made its findings known to Congress. Graham has long been an advocate of hardening U.S. infrastructure against the devastation of such an attack.
