An individual homeowner in Kentucky has petitioned the Federal Communications Commission for declaratory relief from a problem that not only interferes with his television reception, but makes viewing impossible. William H. Culver of Northridge Farms in Crestwood, KY contends that the Northridge Farms Association Inc. has adopted rules that restrict the installation of antennas and satellite dishes so stringently that he is prevented from receiving a signal. He contends that these covenants, rules, and regulations were adopted in violation of Section 1.4000 of the Commission’s rules—i.e., the Over-the-Air Reception Devices Rule.
