It is with great pleasure that the Defense Spectrum Organization invites you to attend the annual DOD Electromagnetic Environmental Effects (E3) Program Review after a four year hiatus!

The upcoming conference will be held 3-7 April 2017 at the Gateway Club on Lackland AFB, San Antonio TX. As always, we will update you on the latest status of E3 within the Department of Defense, including the Joint Staff, DoD CIO, the Services, and the International communities, and as always, there will be a variety of technical briefs to update you on some of the latest tricks of the E3 trade in E3 design and protection. The most current information within the RADHAZ community and latest developments in the world of testing will be presented. And we will continue to include interesting topics from the Spectrum Management (SM) community. 

This year’s theme is “EM Spectrum Operations (EMSO) – The Future Fight.” Electromagnetic spectrum (EMS) access and control of electromagnetic environment effects (E3) is a prerequisite for successful military operations today. The National Military Strategy states: “The Joint Force must ensure access, freedom of maneuver, and the ability to project power globally through all domains.” Like air, space, land, maritime, and cyberspace domains, military forces maneuver within the EMS to gain tactical, operational, and strategic advantages. The EMS transcends all these domains and enables mission execution within each and ensures overall operational superiority.
 
Therefore, it cannot be overstated that all joint functions – including movement and maneuver, weapon engagements (fires), command and control, intelligence, protection, sustainment, and information are enabled by spectrum-dependent system (SDS) capabilities. For these SDSs to be effective, DoD requires access and control of the EMS, which is obtained by conducting joint electromagnetic spectrum operations (JEMSO) i.e., those activities consisting of electronic warfare (EW) and spectrum management operations used to exploit, attack, protect, and manage the electromagnetic operational environment to achieve the commander’s objectives. Likewise, fielding systems that operate compatibly in the operational electromagnetic environment (OEME) are critical to mission success.
 
The past four years have brought numerous events of significance that will impact the way we do business within the DoD E3/SM communities. Reorganization at the highest levels of E3/SC management, new personnel and changes to high level directives and plans will ensure that a high level of attention there has an increased emphasis on E3 and Spectrum Management aspects within the acquisition world.
 
Because of increased emphasis on E3 and SM awareness, Program Managers are becoming more and more aware of the importance of E3/SM in the early stages of their programs to ensure that the systems provided to the Warfighter are safe and effective in the performance of their mission in the operational EM environment. While we may struggle to keep up with the pace of change around us, we know that ultimately it  will help to ensure E3/SM considerations are taken into account before new systems are delivered to the warfighter.
 
You, your colleagues, your industry counterparts and the rest of the E3 and SM community are the key to the continued advancement, cohesiveness and importance of our craft. You and the many other professionals who assist and support DOD provide the technological muscle to ensure state-of-the-art systems are acquired, operated and maintained. Awareness of the importance of EM compatibility in DoD weapon systems is the key to ensuring that EM hard systems are fielded to our warfighters.

Brian Farmer has a long career providing E3 and Spectrum Supportability systems engineering and program management services to the DoD, including the Naval Air Systems Command (NAVAIR), the Joint Spectrum Center (JSC) and the Naval Surface Warfare Center Dahlgren Division. 
After working for several companies in the E3 engineering business, Brian started EMC Management Concepts in 2002 with one goal in mind: to provide world class E3 and Spectrum related engineering management services to the DoD. Besides being the Chief Executive Officer, primary business developer, and lead program/contract manager for this growing small business, Brian still provides direct E3 program management support to several Navy offices and the JSC.
